KEY QUALIFICATIONS:
Erbil OLCAY is an architect and project manager with an extensive breadth of experience
in the total design, project planning and co-ordination, documentation and contract
administration of a wide variety of projects encompassing institutional, commercial and
military projects with particular experience in marine projects.
As architect and project manager for many of these projects he has been directly
responsible to the client for the co-ordination and executing of activities of design and
construction projects from investigation stage including civil mechanical & structural
disciplines.
Erbil OLCAY has been involved continuously with marine and heavy construction projects
in developing countries since 1972. He is particularly familiar with the problem that can
arise through the concurrent an engagement of construction firms in this environment,
particularly if the contract documentation and design does not fully resolve all issues. He is
currently appointed as manager under FIDIC condition of contract to administer Large
Construction firm contracts in three continents as North Africa, Middle EAST, ASIA and
CIS.
EDUCATION:
Erbil OLCAY graduated from Sultanahmed Technical School as an electrical technician in
1966. He has worked four years in the Turkish merchant fleet as electrical officer and
attended Aegean University Architectural Engineering Facility in Turkey from 1968 to
1972. He graduated with Bachelor of Architecture (B.Arch.Eng.) degree involving a full
time study of 4 years and he is registered by the Architects Association of Turkey.
EXPERIENCE RECORD:
Erbil OLCAY is a Partner and Manager in CEI Consultant Engineers International Co.
Before that he was Deputy General Manager (Operation) of an internationally well known
Construction Co. of Turkey (STFA Construction Co.) with responsibility for the complete
design and management of wide variety of construction projects such as Dams, Roads,
Bridges, Tunnels, Housing and Utility, Offshore and Port Construction Projects.
Since 1972 he has gained an extensive working experience and understanding of foreign
countries such as Libya, Iran, Tunisia, FSU (Former Soviet Union), Pakistan, UAE, Egypt
and Saudi Arabia together with an appreciation of local construction and contracting
methods that are appreciate in remote areas.
